Research Interests
Social Scientist engaged in public outreach, policy and regulatory development in and advisory capacity to the Commonwealth of Virginia and Chesapeake Bay watershed states. CCRM representative to USEPA’s Chesapeake Bay Program Habitat Goal Implementation Team and Wetlands Workgroup (with Pamela Mason), Virginia DEQ’s Coastal Policy Team, and various inter-disciplinary projects. Planning experience includes: Comprehensive Planning (Land Use, Urban Design and Redevelopment/Revitalization, Environmental, Open Space, Transportation and Transit-Oriented Development, Rural Area Preservation, Economic Development, Neighborhoods, Housing, Historic Preservation, and Planning with the Military), Strategic Planning, Current Planning, and Community Engagement and Facilitation.
Prior to coming to VIMS in 2024, Jeryl enjoyed a career in regional and local government Planning in the Hampton Roads region, with private sector experience in Historic Preservation Planning and her own Planning consulting group (Luna Planning Services, LLC).
Current focus areas:
- fundamental planning and zoning enabling authority, growth management tools in Virginia (Land Use, Zoning, and Planning Law);
- Planning advocacy with the Virginia General Assembly via the American Planning Association – Virginia Chapter, Board of Directors and Legislative Committee (2004-present) and the Coalition of High Growth Communities in Virginia
- Planning for Sustainability and Coastal Resiliency (sea level rise and recurrent flooding);
- Chesapeake Bay watershed restoration;
- living shorelines;
- wetlands management and restoration; and,
- keeping history above water.
Current Projects
- Management and expansion of CCI GIS database system capabilities
- Developing online systems for interactive data exchange
- Integration of complex databases
